Prison segregation

If this is such a problem, why not cut to the heart of the matter and segregate based purely on height and/or weight (or ideally, muscle mass as measured by hydrostatic body fat analysis)?

    What makes you think that equality of strength would prevent the meaner of two inmates from damaging the other?
